為推動(dòng)和支持我國(guó)科學(xué)家在國(guó)家自然科學(xué)基金的資助下與加拿大科學(xué)家在衛(wèi)生領(lǐng)域的交流與合作,，促進(jìn)中加兩國(guó)大學(xué),、醫(yī)院、科研院所及其附屬機(jī)構(gòu)間科學(xué)合作的發(fā)展,，國(guó)家自然科學(xué)基金委員會(huì)（NSFC）與加拿大衛(wèi)生研究院（CIHR）于2005年12月簽署并于2010年10月續(xù)簽了關(guān)于開展健康研究合作計(jì)劃的諒解備忘錄,。2006～2010年，雙方已共同資助89個(gè)合作研究項(xiàng)目,。

2011年,，中加雙方將繼續(xù)征集資助該健康研究合作計(jì)劃項(xiàng)目，具體說(shuō)明與要求如下：

一,、項(xiàng)目說(shuō)明

（一）資助項(xiàng)目數(shù)：不超過(guò)15個(gè)項(xiàng)目,；

（二）項(xiàng)目執(zhí)行期：3年（2012.1.1～2014.12.31），申請(qǐng)人須在每年年末提交項(xiàng)目進(jìn)展報(bào)告,，項(xiàng)目執(zhí)行結(jié)束后須提交結(jié)題報(bào)告,。

（三）資助強(qiáng)度：中方最高額度：100萬(wàn)人民幣/3年；加方最高額度：22.5萬(wàn)加元/3年,。

（四）資助領(lǐng)域及中方項(xiàng)目申請(qǐng)代碼：

1) Neurosciences: to provide support for basic research in neuroscience, mental health, addiction and the senses.（申請(qǐng)代碼：H09）

2) Diabetes and Obesity: to provide support for research on the measures, causes, prevention, treatment and consequences of diabetes and obesity.（申請(qǐng)代碼：H07）

3) Cardiovascular System: to provide support for basic and translational research on the pathogenesis, treatment and ultimate of cardiovascular diseases, including myocardial infarction, stroke, cardiomyopathy and atherosclerosis.（申請(qǐng)代碼：H02）

4) Cancer: to provide support for basic research on cancer genetics and epigenetics and tumor metastasis.（申請(qǐng)代碼：H16）

5) Infection and Immunity: to provide support for basic research on viral and bacterial diseases and development of vaccines.（申請(qǐng)代碼：H10）

6) Child and Youth Health: to provide support for research on fertility, pregnancy, maternal health, healthy child development and the etiology, prevention, and treatment of diseases in infants, children, and youth.（申請(qǐng)代碼：H04）

7) Aging, Gerontology and Geriatrics: to encourage research on aging processes, on functional limitations in older adults as a consequence of disease, and on determinants of healthy aging within the context of one or more of the following priority areas: healthy and successful aging, biological mechanisms of aging, cognitive impairment in aging, aging and maintenance of functional autonomy, and health services relating to older people.（申請(qǐng)代碼：H25）

8) Gender and Health: to provide support for research on biological considerations in reproductive health.（申請(qǐng)代碼：H04）

9) Musculoskeletal Health and Arthritis: to provide support on one or more of the three strategic priorities such as: physical activity, mobility and health; tissue

injury, repair and replacement; pain, disability and chronic disease. （申請(qǐng)代碼：H06）

10) Genetics: to provide support for research on the human and other genomes and on all aspects of genetic, basic biochemistry and cell biology related to health and disease.（為便于項(xiàng)目管理,，所有遺傳學(xué)領(lǐng)域的項(xiàng)目申請(qǐng)選擇申請(qǐng)代碼：H16）

二,、申請(qǐng)要求

（一）中方申請(qǐng)人應(yīng)具有高級(jí)專業(yè)技術(shù)職務(wù)（職稱）；應(yīng)是正在承擔(dān)或承擔(dān)過(guò)3年期以上國(guó)家自然科學(xué)基金項(xiàng)目的負(fù)責(zé)人（在讀博士及博士后可以參加項(xiàng)目研究,，但不得作為項(xiàng)目的申請(qǐng)人）,。

（二）合作研究應(yīng)主要圍繞特定科學(xué)問(wèn)題；旨在改善人民健康與生活質(zhì)量；申請(qǐng)人應(yīng)能夠成功實(shí)施合作研究,；充分發(fā)揮合作雙方的知識(shí)專長(zhǎng)；增進(jìn)跨學(xué)科間合作,；鼓勵(lì)青年科研人員參與,。

（三）中方申請(qǐng)人應(yīng)按照本項(xiàng)目申請(qǐng)指南的要求向我委提交申請(qǐng)；加方合作者應(yīng)按照CIHR公布的項(xiàng)目申請(qǐng)指南的要求向CIHR提交申請(qǐng),。對(duì)于單方提交的申請(qǐng),，將不予受理。

三,、限項(xiàng)規(guī)定

本項(xiàng)目屬于國(guó)際（地區(qū)）合作研究項(xiàng)目,，須遵循以下限項(xiàng)規(guī)定：

（一）申請(qǐng)人（不含參與者）同年只能申請(qǐng)1項(xiàng)國(guó)際（地區(qū)）合作研究項(xiàng)目；

（二）本項(xiàng)目計(jì)入具有高級(jí)專業(yè)技術(shù)職務(wù)（職稱）的人員申請(qǐng)（包括申請(qǐng)人和主要參與者）和承擔(dān)（包括負(fù)責(zé)人和主要參與者）項(xiàng)目總數(shù)限3項(xiàng)的范圍,；

關(guān)于限項(xiàng)規(guī)定的詳細(xì)說(shuō)明,，請(qǐng)見《2011年度國(guó)家自然科學(xué)基金項(xiàng)目指南》。

四,、申報(bào)說(shuō)明

（一）中方申請(qǐng)人須登錄ISIS科學(xué)基金網(wǎng)絡(luò)系統(tǒng)（http://isis.nsfc.gov.cn）,，在線填報(bào)《國(guó)家自然科學(xué)基金國(guó)際（地區(qū)）合作與交流項(xiàng)目申請(qǐng)書》(以下簡(jiǎn)稱“中文申請(qǐng)書”)。具體步驟是：選擇“項(xiàng)目負(fù)責(zé)人”用戶組登錄系統(tǒng),，進(jìn)入后點(diǎn)擊“國(guó)際合作項(xiàng)目申請(qǐng)”一欄中的“申請(qǐng)國(guó)際合作類項(xiàng)目”,，再點(diǎn)擊“填寫申請(qǐng)書”按鈕，在項(xiàng)目類型中選擇“合作研究”,，點(diǎn)擊展開子類別后,，選擇項(xiàng)目名稱“NSFC-CIHR項(xiàng)目（中加）”，請(qǐng)按照系統(tǒng)提示填入一個(gè)申請(qǐng)人曾經(jīng)主持過(guò)或正在主持的三年期（含）以上國(guó)家自然科學(xué)基金項(xiàng)目編號(hào),，通過(guò)系統(tǒng)審核之后,，即可進(jìn)入申請(qǐng)書填寫界面，在線填寫并提交申請(qǐng)書,。中文申請(qǐng)書應(yīng)與英文申請(qǐng)書的內(nèi)容一致,。

（二）申請(qǐng)人除了填寫提交中文申請(qǐng)書以外，須以附件的形式上傳以下申報(bào)材料：

1,、英文申請(qǐng)書（CHINA-CANADA Joint Health Research Initiative Proposal）：中方申請(qǐng)人請(qǐng)?jiān)诒卷?xiàng)目征集指南附件部分下載英文申請(qǐng)書,，并嚴(yán)格按照英文申請(qǐng)書各版塊具體的要求（如篇幅限制）填寫英文申請(qǐng)書，其中“B2. Project Description”版塊的內(nèi)容不能超過(guò)5頁(yè),。雙方申請(qǐng)人提交的英文申請(qǐng)書內(nèi)容應(yīng)完全一致,，該項(xiàng)目的同行評(píng)議將以此英文申請(qǐng)書內(nèi)容為準(zhǔn)。

2,、加方合作者向CIHR提交的全套英文申請(qǐng)材料（Research Module,、Operating Budget Module和Common CV版塊內(nèi)容），由加方合作者填寫完畢后將電子版提供給中方申請(qǐng)人，并作為中文申請(qǐng)書的附件在ISIS系統(tǒng)中上傳,。

3,、加方申請(qǐng)人簽署的合作確認(rèn)函（合作確認(rèn)函中應(yīng)對(duì)此項(xiàng)目的名稱、合作單位及人員信息予以明確說(shuō)明）,。

（三）在線填寫提交完畢后,，還需打印一套ISIS系統(tǒng)生成的帶有科學(xué)部受理號(hào)的紙質(zhì)中文申請(qǐng)書，簽字并加蓋依托單位公章后,，連同本部分第（二）條所列申報(bào)材料一并報(bào)送國(guó)家自然科學(xué)基金委國(guó)際合作局美大及東歐處,。

紙質(zhì)申請(qǐng)材料須與ISIS系統(tǒng)中提交的電子版申請(qǐng)材料完全一致。

五,、項(xiàng)目受理截止日期：2011年3月11日（紙質(zhì)申請(qǐng)書以郵戳為準(zhǔn)）,。
